Yes. All ADUs in Los Angeles must be permitted by the City or County. The permit process covers structural, electrical, plumbing, and habitability requirements. 4 Seasons handles the entire permitting process on your behalf — from plan submission to final sign-off — so you never have to deal with the permit office yourself.
From initial design to final inspection, most ADU projects take 8–14 months total. The permitting phase alone takes 6–12 weeks depending on the jurisdiction. Construction typically takes 4–8 months. We provide a detailed schedule before breaking ground and hold ourselves to it.
California law (SB 9 and related ADU statutes) limits HOA authority to outright ban ADUs — though design standards may still apply. We have extensive experience navigating HOA approvals in Westlake Village, Calabasas, North Ranch, Thousand Oaks, and other planned communities throughout the Conejo Valley.
In California, only the value of the newly constructed ADU is reassessed — not your entire property. Your existing home's assessed value remains unchanged under Proposition 13. The ADU addition typically increases your property tax bill by a modest amount relative to the rental income and equity gains you'll realize.
Rental rates in Greater Los Angeles range from approximately $2,000–$4,500/month for ADUs depending on size, location, and finish level. A detached 2-bedroom ADU in the Conejo Valley or Westside can realistically command $3,000–$4,000/month, potentially paying off construction costs within 5–7 years.
Under current California ADU law, detached ADUs can be up to 1,200 square feet. Attached ADUs are limited to 50% of the primary dwelling's square footage (up to 1,200 sq ft). Junior ADUs (JADUs) are limited to 500 square feet within the existing home's footprint.
